Virginia Announces Major Improvements to the I-95 Corridor in the Fredericksburg and Northern Virginia Regions

Virginia Governor Terry McAuliffe announced major projects to improve transportation on one of the most heavily traveled corridors in the country – I-95 and I-395 in Northern Virginia. Improvements are planned for both ends of the 95 Express Lanes to ease the traffic bottleneck in Stafford County in the southern end and to extend the express lanes to the D.C. line in the northern end.

“These are significant transportation improvements that will move more people and commerce through an interstate corridor, and a critical jobs corridor,” said Gov. McAuliffe. “In working with our private sector partner Transurban and local governments, we will fix the bottleneck on the southern end in Stafford County, and travelers will have the choice of taking an express trip from south of Garrisonville Road all the way up to the D.C. line. This represents a true multi-modal solution offering commuters a reliable trip so they can reach their destination faster in one the most congested regions of the country.”

Transportation Secretary Aubrey Layne added, “The projects are the result of the commonwealth’s engagement with our private-sector partner, the public and local officials to come up with the right transportation solutions that address the greatest needs and can be reasonably executed. There is no one magic fix that resolves all problems. It takes a combination of additional capacity, express lanes and multi-modal improvements to move more people efficiently and safely.”

I-95 Express Lanes Southern Terminus

  • The project will extend 95 Express Lanes by approximately two miles past the point where the current flyover carries southbound traffic to Exit 143/Garrisonville Road in Stafford County. A reversible single lane would be built, eventually splitting into northbound and southbound merge ramps.
  • Southbound traffic in 95 Express Lanes will be able to continue driving past Exit 143 at Garrisonville Road. Southbound traffic will merge back into the mainline I-95 southbound lanes approximately 1,500 feet beyond the Garrisonville Road on-ramp to I-95 southbound. Traffic will merge into the left lane of I-95. This spacing will balance local and express lanes traffic entering I-95 southbound.
  • Northbound traffic can enter the 95 Express Lanes sooner. The new northbound entrance will be located approximately 1,000 feet before the I-95 northbound off-ramp at Exit 143 to Route 1 at Aquia. Northbound traffic will merge into express lanes from the left lane.
  • Construction is estimated to begin in 2016 and take two years to complete. Work will primarily take place within the median and within the existing right-of-way. No personal or business property should be affected.

I-395 Express Lanes Extension

  • The project will extend the 395 Express Lanes for eight miles north to the D.C. line. The project will convert and expand the existing HOV lanes on I-395 from Turkeycock Run north to the district to dynamically tolled express lanes.
  • An additional express lane will be built, providing three express lanes in the corridor.
  • There will be dedicated funding for new and enhanced transit services and carpooling incentives.
  • The work will be done by Transurban under the existing contract it has with the Virginia Department of Transportation.
  • Construction is expected to begin in 2017, with the extended lanes opening to traffic in 2019.
  • Vehicles with three or more people will continue to use the express lanes for free. Solo drivers will have the choice to take general purpose lanes for free or use the express lanes for a variable toll.

The Rhode Island Department of Transportation is reporting the following lane and ramp closures on I-95 thru November 27:

 

– Cranston/Providence: I-95 North and South at Exit 16 (Rte. 10), alternating lane closures and ramp narrowing possible for bridge work, Sunday-Tuesday nights from 9 p.m. to 6 a.m. the following day.

– Warwick: I-95 North and South, from Exit 12 (I-295 SB/Rte. 113) to Exit 13 (Airport Connector), lane and shoulder closures possible for bridge work, Sunday-Tuesday nights from 8 p.m. to 6 a.m. the following day. The on-ramps from Rte. 113 to I-95 North and South will also be closed at this time. Follow signed detour.

– Hopkinton/Richmond: I-95 North and South at Exit Exit 2 (Hopkinton) and Exit 4 (Rte. 3) and the Weigh Station, watch for an off-the-road construction crew, Monday, Tuesday, Wednesday and Friday from 7 a.m. to 3 p.m.

Massachusetts I-95 South Overnight Rolling Roadblocks on November 30

MassDOT will implement overnight “rolling roadblocks” on I-95 South from Monday evening, November 30 through Tuesday morning, December 1. The “rolling roadblocks” and associated lane closures are necessary to allow the contractor to safely remove steel beams from the old Route 2 East bridge. The affected area is between Exit 28 (Trapelo Road) and Exit 29 (Route 2).

Multiple lane and ramp closures will be implemented from 8:00 PM on Monday to 5:00 AM on Tuesday to prepare for and facilitate the “rolling roadblocks,” and to stage construction equipment (details and detours described below). Beginning at 8:00 PM, two low-speed lanes on I-95 South will be closed. A third lane will be closed at 11:00 PM with one travel lane remaining open, except when a “rolling roadblock” is taking place. The “rolling roadblocks” will begin at approximately 12:00 AM and end at 4:00 AM on Tuesday to prepare for peak travel. State Police will utilize the “rolling roadblocks” to stop traffic on I-95 South for short periods of time. The contractor anticipates that traffic will be stopped several times to complete the work.

Additionally, two high speed lanes on I-95 North will be closed from 8:00 PM on Monday to 5:00 AM on Tuesday.

Lane and Ramp Closures:

– I-95 South – 3 low speed lanes

– I-95 North – 2 high speed lanes

– Exit 52A from Route 2 West to I-95 South

– Exit ramp from Route 2A West to I-95 South

Ramp Detours:

– Route 2 West to I-95 South – Follow Route 2 West to just past Bedford Road and use the existing exit to reverse direction to reach Route 2 East. From Route 2 East, take Exit 52A onto I-95 South.

– Route 2A West to I-95 South – Follow Route 2A West to Bedford Road. Turn left onto Bedford Road, and follow it to Route 2. Turn left onto Route 2 East, and then take Exit 52A onto I-95 South.

Overnight “rolling roadblocks” will also be used on Tuesday night, December 1 on I-95 North following the I-95 South work. A separate advisory will be sent notifying the public of the details in advance of the closures.

MassDOT encourages drivers to avoid the area and seek alternate routes to minimize delays. Those traveling through the area should expect delays and should reduce speed and use caution. The schedule for this major infrastructure project is weather dependent and subject to change without notice.

California’s I-5/Ortega Highway Interchange Project – No Closures During Thanksgiving Holiday

In observance of the Thanksgiving Day holiday, there will be no regularly scheduled nighttime closures Wednesday, November 26 through Sunday, November 30. Regularly scheduled nighttime closures will resume Monday, December 1.

Crews paved Ortega Highway between Del Obispo Street and the bridge at I-5 on Friday, Nov. 21. This portion of the roadway has been closed since Monday, November 3. Work is expected to be completed and the road opened to traffic before Thanksgiving.

Ortega Highway Ramp Closures

– Southbound I-5 on-ramp: Closed (Scheduled to open Tuesday)

– Southbound I-5 off-ramp: Sunday to Tuesday from 11 p.m. to 5 a.m.

– Northbound I-5 on-ramp: Sunday to Tuesday from 11: 59 p.m. to 5 a.m.

– Northbound I-5 off-ramp: Sunday to Tuesday from 11 p.m. to 5 a.m.

I-5 Freeway & Ortega Highway Lane Reductions

– Northbound I-5 between Camino Capistrano and Junipero Serra Road: Sunday to Tuesday from 10 p.m. to 5 a.m.

– Southbound I-5 between Junipero Serra Road and Camino Capistrano: Sunday to Tuesday from 10 p.m. to 5 a.m.

I-5 South County Improvement Project – Avenida Pico to San Juan Creek Road

Construction is underway on the I-5 South County Improvement project. The 5.7-mile project will add a carpool lane in both directions on the I-5 freeway between Avenida Pico and San Juan Creek Road.

I-5 Ocean View Rehab Project

The Ocean View Rehab Project kicked off construction in October in San Diego County. The $37.3 million project will replace the damaged concrete pavement slabs of the slow lane in each direction of the I-5 freeway between Oceanside and the San Diego / Orange County Line. Motorists should expect delays during work hours.
